Everything about a smash-and-grab depends on the pane giving way immediately. Security film takes that away: the laminate keeps the glass bound together through repeated blows, and where the film is anchored into the frame the pane stays put in the opening even once it has broken completely.
There's a second argument specific to Old Town and the South Lake district. A lot of that glazing sits in historic storefronts where the pane isn't a stock size and the surround isn't a modern system, so a replacement is a fabrication job with a lead time rather than a phone call to a glazier. Keeping the original glass intact is worth considerably more here than the pane's raw cost suggests.
